Loto-Québec is developing a 220-room hotel beside its Casino de Montréal on Parc Jean-Drapeau, with Québec boutique operator Germain Hotels selected via competitive RFP to run it. The roughly $200 million project — up from an original $150 million, 160-room pitch — is officially targeted for 2027, though Loto-Québec's own CEO has said a slip to 2028 would not surprise him.

The place

The hotel is planned on Parc Jean-Drapeau, adjacent to the Casino de Montréal, on the island park in the St. Lawrence River that also hosts the Circuit Gilles Villeneuve Formula 1 track — rooms are expected to offer views over the racetrack during Grand Prix weekends.

The concept

Loto-Québec selected Germain Hotels, the Québec-founded boutique chain behind properties across the province and beyond, through a competitive request-for-proposals process to manage a new hotel on its casino grounds. The project has grown considerably since its original pitch: an initial budget of roughly $150 million for about 160 rooms has expanded to about $200 million for 220 rooms as the scope broadened, according to Québec trade press. Design is meant to defer to the park's setting — a low horizon line and human-scaled massing rather than a tower, in keeping with Parc Jean-Drapeau's status as green public space. A conference room and a Nordic spa are also planned.
