21c Museum Hotels signed a development deal with Indianapolis-based TWG in October 2024 to build a 156-room art hotel connected to the city's 1910 Old City Hall, targeting a 2028 opening. It is the brand's largest planned gallery space yet — and the second attempt at a 21c hotel on this exact site, after a 2015 deal for the same building collapsed in 2017.

The place

202 North Alabama Street, on the site of the 1910 Old Indianapolis City Hall, a few blocks east of Monument Circle in downtown Indianapolis.

The concept

Rubush & Hunter — the same firm behind the Odd Fellows Building now becoming Kimpton Indianapolis — designed Old City Hall in 1910 as a Classical Revival limestone building with a central atrium topped by a stained-glass dome. It served as the seat of city government until 1962, then briefly held the Indiana State Museum and a temporary branch of the public library, before sitting largely dormant. This is not the building's first brush with 21c: the city struck a deal with 21c Museum Hotels back in 2015 for a $55 million hotel and gallery at this same site, only for the plan to collapse in 2017 when the company and the city, under then-mayor Joe Hogsett, concluded neither side could cover the funding gap. In October 2024, Ennismore signed a new development deal with Indianapolis-based TWG for the site, describing it as 21c's largest gallery space to date. A newly built hotel tower will connect to the historic building via an arcade, adding roughly 8,000 square feet of retail alongside 16,000 square feet of gallery space.

Dining & wellness

Plans describe three dining venues alongside the 16,000-square-foot gallery space and a fitness center, but none has been named — no restaurant, chef or operator has been confirmed this far ahead of a 2028 target.
