Tempo by Hilton's 163-room, seven-story Virginia Beach outpost has topped out on the site of a demolished bank building in Town Center, part of the $200 million Pembroke Square redevelopment of the old Pembroke Mall. The project already survived one major redesign and a two-year delay before construction accelerated; a summer 2027 opening is now targeted.

The place

The hotel sits at 4550 Virginia Beach Boulevard, inside Virginia Beach's Central Business District/Town Center — not the oceanfront resort strip — on the former SunTrust bank parcel at the edge of the redeveloped Pembroke Mall site. It's built for a business, military-family and event-driven guest base rather than beachgoers.

The concept

The site held a SunTrust bank building, demolished to make way for the hotel as part of the broader $200 million Pembroke Square redevelopment of the former Pembroke Mall (the region's first shopping mall, opened 1966, whose interior closed in 2022). The hotel was first announced in 2022 as a 14-story dual-brand Tempo/Homewood Suites by Hilton tower targeting a spring 2025 opening. Rising construction costs and interest rates forced developer Pembroke Square Associates to scale the project down to a single-brand, 7-story, 163-room Tempo by Hilton. Groundbreaking took place in May 2025. As of mid-2026, construction is reported ahead of the revised schedule, with the structure topped out and the roof installed; developers caution that remaining work such as elevator installation could still affect the final date, with completion expected by summer 2027 — two years later than first promised.

Dining & wellness

Plans call for two ground-floor restaurants open to the public (one described by the developer as a concept new to the Virginia Beach market, not yet named), a hotel bar with pass-through window service, a courtyard lounge with games and indoor-outdoor seating, a fitness center, and meeting space, under an 'Urban Coastal' design theme. No F&B operator, chef, or restaurant brand has been named publicly.
