Parramatta's first five-star hotel, finally cleared for construction
Announced · 2028
InterContinental Parramatta will be the first five-star hotel in Western Sydney's second CBD and IHG's 11th InterContinental in Australasia. The place
197-207 Church Street, at the corner of Church and Macquarie streets opposite Parramatta Square, in the heart of Western Sydney's second CBD. The 4,308 sq m block also takes in 89 Marsden Street, sits beside the Parramatta Light Rail, and has Sydney Metro West tunnels running beneath it.
The concept
The hotel is the upper half of a mixed-use scheme by Holdmark Property Group, valued at around A$265 million in its original filing: a slender InterContinental tower of 212 rooms, a 24-storey A-grade office tower, a three-level retail and dining podium and four basement levels with a grand ballroom. The planning consent granted in January 2026 describes a 33-storey hotel and 23-storey office tower, so final storey counts may differ from earlier figures.
Scott Carver won the Design Excellence Competition for the site. The facade of the 1925 Murray Brothers Building on Macquarie Street is retained, and a public through-link named Ngara Nura Way, developed with First Peoples input, cuts through the block; the name means to listen to Country, learn from Country and share knowledge. The project replaces a group of older commercial and heritage buildings on a site that housed New South Wales's first school.
Dining & wellness
Plans lodged with the council describe a rooftop bar and restaurant with an outdoor terrace, a signature restaurant, all-day dining and a ground-floor lounge bar. IHG's own announcement also promised a Club Lounge, a wellness spa, gym and swimming pool, and more than 900 square metres of event space, in addition to the basement ballroom.
News
January 6, 2026: The Sydney Central City Planning Panel granted development consent to Holdmark Property Group's scheme at 197-207 Church Street, Parramatta: a 33-storey InterContinental hotel and a 23-storey office tower on a heritage-sensitive block. The approval closes out almost five years of assessment, shaped by the Sydney Metro West tunnels and Parramatta Light Rail beside the site, heritage controls including the retained 1925 Murray Brothers Building facade, and archaeological constraints.
February 1, 2022: The development application was lodged with the City of Parramatta Council for a 31-storey InterContinental with 212 rooms and a 24-storey office tower, valued at about A$265 million, with a rooftop bar, signature restaurant, spa, gym and pool. A separate application for early demolition works was later rejected by the planning panel, which asked for clarification on heritage and the high potential for buried archaeological artefacts.
September 29, 2021: IHG announced InterContinental Parramatta with Holdmark, with 200 keys at the corner of Church and Macquarie streets, a Club Lounge, rooftop bar, restaurant, wellness facilities and more than 900 sq m of event space. It would be IHG's 11th InterContinental in Australasia, and the developer projected more than 360 direct hotel jobs. The opening was then targeted for 2025.
